२० वर्षभन्दा पहिले विवाह गरेमा किशोरको किशोरीको यौन तथा प्रजनन स्वास्थ्यमा नकरात्मक असर पर्दछ तसर्थ बिहेवारी २० वर्ष पारी गरौं !!! प्रत्येक बालबालिकालाई आफ्नो पहिचान सहित नामाकरण र जन्मदर्ताको हक हुनेछ तसर्थ बच्चाको जन्म भएको पैंतीस दिनभित्र आफू स्थायी बसोबास गरेको गाउँ नगर पालिकाको वडा कार्यालयमा गई बालबालिकाको जन्म दर्ता गरौं !!! प्रत्येक बालबालिकालाई परिवार तथा राज्यबाट शिक्षा, स्वास्थ्य पालनपोषण, उचित स्याहार, खेलकुद मनोरञ्जन तथा सर्वाङ्गीण व्यक्तित्व विकासको हक हुनेछ, तसर्थ बालबालिकाको सर्वाङ्गीण विकासका लागि अभिभावक र राज्यको भूमिका बढाउ !!! बालबालिका सम्बन्धी ऐन 2075 को.दफा 63 मा प्रत्येक स्थानीय तहमा बालबालिकालाई तत्काल उद्धार, राहत र पुनःस्थापना गर्न तथा क्षतिपूर्ति प्रदान गर्ने काममा समेत का लागि बाल कोषको व्यवस्था गर्नुपर्दछ भन्ने उल्लेख गरिएको ६, बाल कोषको स्थापना गरी बालबालिका सम्बन्धी ऐन 2075 को पालनामा सहयोग गरौं !!! बालबालिका सम्बन्धी ऐन 2075 को दफा ६१ बमोजिम प्रत्येक स्थानीय तहमा बालबालिकाको अधिकारको सम्मान, संरक्षण र सम्बर्द्धन तथा बाल संरक्षण कार्यसमेत गर्नको लागि बालकल्याण अधिकारी नियुक्त गर्नु पर्दछ तसर्थ बालकल्याण अधिकारी नियुक्त गर्नुभएका स्थानीय तहहरुलाई धन्यवाद व्यक्त गर्दै अन्य स्थानीय तहहरुलाई बालकल्याण अधिकारी.नियुक्ति गर्नका लागि अपिल गर्द !!!

Stakeholder Consultation Held in Kathmandu on Amendment of Child-Related Laws

Kathmandu, April 12, 2026 — A stakeholder interaction and consultation program on the amendment of the Children Act, 2018 and Regulations, 2021 was successfully held in Kathmandu on April 12, 2026 (Chaitra 29, 2082 BS). The event was organized by the Children as Zones of Peace National Campaign (CZOP).

The program brought together a diverse group of stakeholders, including representatives from 12 national-level networks, 50 civil society organizations working in the field of child rights, children and adolescents, representatives from sexual and gender minority communities, persons with disabilities, private sector representatives, government officials, educational institutions, former child club members, youth groups, and legal experts.

Senior officials from the Ministry of Women, Children and Senior Citizens, including Joint Secretary Mr. Chakra Bahadur Budha and Under Secretary Mr. Durga Prasad Chalise, were also present at the event.

During the interaction, participants highlighted several key areas that require amendment and clarification in the existing legal framework. These included:

  • Clear definition of child marriage
  • Inclusion of provisions addressing digital violence
  • Access to psychosocial counseling services
  • Recognition and protection of sexual and gender minorities, including intersex children
  • Alignment of child labor provisions with the Children Act
  • Establishment of a dedicated commission or a high-level mechanism for children, or strengthening the National Child Rights Council with adequate resources

Participants also emphasized the need to recognize children as a national priority and to establish schools and communities as Zones of Peace for children.

Representatives from the Ministry informed attendees that the process to amend the Act and Regulations is currently underway and encouraged stakeholders to submit their suggestions to the Ministry.

The program was attended by 75 participants and was chaired by Mr. Tilottam Paudel. The session was facilitated by General Secretary Mr. Raju Ghimire.
